School districts throughout the country are continually involved in an effort to locate, evaluate and identify all children with disabilities from birth through age 21. Specific eligibility criteria vary with the age of the child, but can include delays in communication; cognitive functioning; adaptive behavior; and sensory, physical and/or social/emotional development.
